On the other hand, even though it isn't flagged as such, you are stealing when you take stuff from those chests. If you're playing a "good guy" character, you wouldn't take things from the chests. Just go to Dawnstar and look around the rocks to the east/left of Iron-Breaker mine. The chest is invisible, but your crosshairs will see it. Just move around until you see "chest."
